CONDITIONAL USE PERMITS
JEA now offers land planning services including the management of discretionary projects such as Conditional Use Permits (CUP) or Special Use Permits, Specific Plan governed projects and developments requiring public hearing and CEQA (California Environmental Quality Act) review.
These projects typically require additional review and conditioning before approval as they by definition fall outside of the normal land use entitlements in the City, County or jurisdiction where applied for.
The process normally involves environmental studies and documentation for CEQA, which requires us to identify the significant environmental impacts of the projected use and to avoid or mitigate those impacts, if possible. If approved, CUPs often have a term length, with applications renewed for additional terms prior to the permit expiration (typically 5 to 10 years at a time, depending on the use).
Additionally we can assist with existing project permit adjustments, changes of use and intensity or expansions requiring review/hearings - even if initiated by a code violation.
Applicants submitting for this level of discretionary approval are of advised these applications can be denied at a hearing or the project could have conditions of approval to abide by.
JEA staff have successfully permitted many diverse projects including:
Waste disposal plants
Water treatment plants
Event permitting (including wedding venue permitting)
Animal Sanctuaries (including wild animal)
Oil production sites
Elderly care homes (including bedridden and hospice level)
Restaurants and malls
Heavy industrial uses (oil production, car wrecking plants etc.)
Agricultural projects (fruit sorting and storage facilities)
Educational projects (both public & private campuses/facilities)
Churches and Religious venues or services
